It does not come with a normal penny.
I must admit I'm impressed. I have mixed feelings towards Tango coins. They're probably the best for the price, meaning they usually have an affordable price for a passable gimmick, so my hopes weren't too high. Instead I'm pleased to admin that this one is truly well made. Great copper/silver!
